Requirements

  • The group must have a qualifying presence in at least two countries outside Saudi Arabia and outside the country of the group’s global headquarters.
  • The RHQ must be established in Saudi Arabia as a separate legal personality, whether as a company or an appropriately registered branch of a foreign company.
  • The entity must carry out qualifying RHQ activities and cannot directly conduct revenue-generating commercial operations outside approved RHQ license activities.
  • Mandatory RHQ activities must commence within six months of license issuance, and at least three optional RHQ activities must commence within one year.
  • the RHQ must employ at least 15 full-time staff dedicated to RHQ activities, including at least 3 employees at Executive Director or Vice-President level with relevant headquarters-level expertise.
