In the UAE, a trade license is the foundation of your legal right to operate — but for many regulated industries, an additional license or approval from a sector-specific regulatory authority is mandatory. Operating without the required approvals exposes businesses to heavy fines, license cancellation, and reputational damage.

DHA — Dubai Health Authority Licensing

Any individual or facility providing healthcare, wellness, or medical services in Dubai must be licensed by the DHA. This covers hospitals, clinics, pharmacies, dental practices, physiotherapy centres, optical centres, veterinary clinics, and medical laboratories.

Who needs DHA approval: Doctors, dentists, nurses, pharmacists, physiotherapists, and all licensed healthcare professionals practicing in Dubai; hospitals, clinics, and medical centres; pharmacies; medical equipment suppliers.

KHDA — Knowledge and Human Development Authority

KHDA oversees private education and learning in Dubai — from nurseries and K-12 schools to universities, training institutes, and professional development centres.

Who needs KHDA approval: Private schools, nurseries, and early childhood centres; private higher education institutions; training and professional development centres; EdTech and e-learning providers; tutoring and tuition centres.

SIRA — Security Industry Regulatory Agency

SIRA is the licensing body for all private security-related businesses and professionals in Dubai. This is a mandatory approval that no security-related business can operate without.

Who needs SIRA approval: Private security companies; security systems suppliers and installers (CCTV, access control, alarm systems); security consultants; security trainers and academies; individual security guards and supervisors.

RTA — Roads and Transport Authority

RTA regulates all transport-related businesses in Dubai — from taxi and limousine services to vehicle testing centres, driving schools, and logistics operators.

Who needs RTA approval: Taxi, limousine, and chauffeur service operators; driving schools; vehicle testing and inspection centres; logistics and heavy transport operators; ride-hailing platforms operating in Dubai.
